The End User Subsidy Lab (EUSL), a joint initiative among partners ESMAP/Lighting Global, GOGLA, Energising Development (EnDev), and the Clean Cook Alliance (CCA), is a platform for pooling knowledge, technical expertise, and funding for demand-side subsidies (DSS). This webinar series organized by the EUSL will guide us through the key elements of designing demand-side subsidies programmes to facilitate the implementation of overarching energy access strategies. Each webinar will be 75 minutes with the main objective to support in-depth dialogue and discussion around lessons learned, challenges, and ‘how to’.
The fourth webinar focuses on exit strategy approaches. Though a final exit from energy access subsidies may not be possible before the goal of universal access is achieved, on a program level, an exit strategy will likely be part of the design. We will discuss various approaches to a program-level exit strategy and design considerations for a responsible exit, including ending after the program target is met, a progressive phaseout or narrowing of the target, and preparations for a permanent revolving facility. Key questions include: How to design an exit aligned to the project target within the longer-term access goals? Can subsidies actually be phased out after the target is achieved? Are there enough funds to fulfill this target or might recurrent subsidies be needed?
